No, I’m afraid not. Frogs are amphibians and as amphibians have very porous skin through which they exchange air. So hair would actually interfere with a frogs normal ability to breathe. Furthermore, hair is an evolutionary adoption of mammals, which differentiated from amphibians many milenia ago.
