Certainly. In general, however, the presidents or prime ministers meet to discuss green policy. A very important meeting coming up is in Copenhagen in December, and a climate change summit just took place in New York in September. Most of the time, “green leaders” (an example would be Obama’s Energy Secretary Steven Chu) are more focused on domestic environmental policy. Since the United Nations doesn’t really have the ability to legislate, countries must necessarily make their own laws, sometimes under the framework of an international agreement. Some in the US hope to have a climate change bill signed before Copenhagen, although it is doubtful that this will happen.
