Do foreign car manufacturers get help from the United States to make eco friendly cars?

No.  In fact US subsidies with regard to American hybrid-electric vehicles expired in late 2010.  Until this point, the US government offered a sizeable tax credit for purchasing hybrids.

Also, there is substantial evidence at present to suggest that the United States and China are on the verge of a trade war, specifically with regard to eco-friendly cars.  China recently tightened the criteria for eco-friendly car manufacturers to qualify for tax incentives in China.  Economists believe the criteria was changed because Chinese car manufacturers lag in the production of eco-friendly cars.  The theory is that the tax incentives being cut would uniquely affect American car manufacturers seeking to put new models on the Chinese market.
