This is a really interesting question as there are not many details about it online. It sounds like, for the most part, fish are not affected by the wind and therefore neither purposefully face it or go with it while in the water. The reason is, wind generally only affects the top layer of water, and the fish do not notice it. They are, however, inadvertently affected by the wind because it blows around the higher level plankton which the fish feed on and they will come up to catch it.
