There are some red algae blooms which are not toxic or harmful to humans or wildlife. However, the ones which are toxic, also called HABs (harmful algal blooms), kill fish relatively quickly. Molluscan shellfish are the primary group attracted to these blooms. They are filter feeders, and will filter the toxic algae into their system without experiencing negative symptoms. They do not die immediately from contact with the toxins and therefore toxins can build in their tissues at levels which would harm a human if consumed.
