There is a big human vs. lion conflict going on in Kenya. Farmers do not have the right to kill lions, but will risk the jail time and kill them to protect their cattle. Sometimes African government will step in and pardon the farmer, because they recognize that cattle raising is such a vital part of their life. Conservation groups work on educating farmers on building fences, and setting up designated protected area for lions.
Any organism that causes discomfort, harm or eventual death of livestock is a pest and should be so regarded and so be got rid of. Therefore, lions that kill livestock are not only pests but also threat to humans.
However, there are laws that lions should not be killed, the government foots the bill of compensating farmers whose livestock is harmed or killed.
