Do electronics companies have to use toxic materials to make what they need to?

    Yes. Electronic devices are very precise instruments that require a lot of work and a lot of material to produce. Many of these materials are environmentally toxic. However, some companies are doing better than others in attempts to reduce toxic waste. You can check rankings of this in the citations. Though the main drive in electronics production is to get devices cheaper and more powerful, a drive to get them more environmentally friendly is picking up as people become more aware of the environment.
