Do electric vehicles work better in cold weather?

Different types of batteries work differently at low temperatures.  In any case, a lot of energy is required from the battery in order to heat the cab of an electric vehicle in cold weather.  There has been a significant amount of concern and studies to show that the heating requirement will lower the performance of the motor, but EVs are being tested in cold weather, and systems are being designed to insulate batteries and in some cases to provide back up energy to heat the interior of cab, thus leaving more battery power for the motor.
