Not especially, except to the extent that earthquakes and all other geologic activity over time complicate the geologic picture, making it more difficult to decipher earth history so that we can have a better guess as to where to drill. Quakes would have basically no effect on drilling itself, unless they happened to be literally drilling through a fault plane when a quake happened – an extremely unlikely coincidence.
