Do different health care plans have different environmental affects?

A health care plan is only the agreement or arrangement by which you pay for your health care. Therefore, no plan, in theory, should be worse for the environment than any other. On the other hand, I suppose a plan that allows a patient to have excessive and unnecessary care, thereby using more hospital resources and drugs, would constitute a plan that is worse for the environment. But I suggest that it is not the plan that is at fault in that case, it is the patient.
