Dark clouds do not necessarily mean more moisture, they just mean less sunlight is able to penetrate the cloud and reflect off of them- or the cloud is in the shadow of another cloud. In many cases, though, the reason the sunlight cannot reach the bottom of the clouds that appear gray is because they are too thick. Since clouds are essentially made of droplets of floating water or ice crystals, in this case more moisture is present. So, in general, darker clouds have more moisture, but this is not always the case.
