The way the oil reserves are spread out through the world, many of them are located in small countries, so per capita consumption vs per capita production would be a good parameter to look at. Out of the top 10 producers, 4 didn’t make it to even top of the 50 consumers (Equatorial Guinea is only 175th, Brunei is 51st, Oman is 70th, Gabon is 123rd). On the other hand, 4 of these are in top 11 by consumption per person. So there is some trend here but not a strong one, and seems to be stronger for Middle East countries.
