The short answer is that yes, clouds do form as water evaporates directly out of the ocean. Clouds also form over rivers, ponds, lakes, and areas with standing water after a rain which has not yet been absorbed by the land. Air containing the water vapor rises, forming clouds, and expanding air cools causing the water vapor to condense into droplets.
