Do cities have to shade a certain amount of their hardspace?

    No.  Each municipality has their own set of laws and regulations that urban planners, architects, engineers, etc have to follow.  More common than shading regulations are sunlight requirements in efforts to prevents households and apartments from having no access to natural light.  While some cities have straightfoward rules, some cities have little to no planning concerning sunlight and shade.
