Do cities get to keep the money from curbside recycling?

    It is astronomically more expensive for a city to recycle materials than to dump them.  In Toronto, for example, 54 million dollars a year needs to be raised for recycling programs.  Federal funds are available for recycling, but they require a certain quota to be met on the amount of recyclables generated.
