On a simple one-to-one ratio I would have to say no, not hardly. Though the American public education system needs help no matter which metric you use, it is still a long shot better than what they have in Africa when you compare the continent as a whole. With countries in Africa that are doing OK, like South Africa it might be harder to determine, however, when you factor in other countries like Sierra Leone and Somalia who do not really possess a working government the average begins to plummet.
