Some do. Cell phones that do use OLEDs run on a passive-matrix, abreviated PMOLED. These PMOLEDs have external circuitry, which causes them to need more power to run than other OLEDs. They run best on 2-3 inch screens, texts, and icons, meaning they can also be used for MP3 players and PDAs. While they use more energy than other OLEDs, they’re still more battery efficient than phones that use LCD technology.
