Not in the United States, or at least not legally. Since 1997, it’s been illegal to feed ruminants (grazing animals) proteins from other ruminants. The possibility still exists that, for example, pigs could be fed beef byproducts, and then cows could be fed byproducts of the pigs; I don’t know how common this scenario actually is.
