Do car manufacturers control the amount of cars they put up for sale the first year to protect themselves against recalls?

It also protects against lost investment.  It’s often hard to predict how new models will perform in various markets.  To get a better idea of an appropriate amount of cars to produce, manufacturers will often produce less of their first run.  It’s also to help establish the car brand and make it more of a household name before they are produced on a larger scale.
