Do autocratic regimes usually have worse environmental policies than democratic ones?

Autocratic governments tend to have lesser environmental standards. This is because in a democratic from of government, the people are represented, as are their interests. Because of this, things like environmental health, personal health and the health of natural resource dependent industries like fishing or logging are represented in the government and therefore must be addressed. In an autocratic society, the impacts of environmental degradation are not on the agenda because those who have a standing in their survival have no way to make their opinions heard.
