Do any states have anti-sprawl laws?

    Although states may not be able to easily place firm limitations on sprawl, they are finding ways to limit sprawl by other means, such as declaring the areas surrounding an existing city recreational and/or environmental reserves. This is what keeps Portland, Oregon from expanding. Other cities, like San Francisco, have natural boundaries like bodies of water that make it impossible to expand any further.
