Do any countries have limits on CO2 emissions?

    The Kyoto Protocol mandated that participating “Annex 1” countries reduce their cumulative emissions to an average of 5% below their 1990 levels over the course of 2008-2012. This group of country includes the 24 original OECD countries, the European Union, and 14 additional countries that have been deemed to be in transition economically. Ironically, this group does not include the United States, which failed to ratify the Kyoto Protocol in 2005, and China and India, though both of those governments did in fact ratify the treaty.
