Various cities are feeling the shortcomings of a tightening economy tied with diminishing resources.  The most immediate crisis facing the American public is the delepting of oil, as seen by the hike in prices in 2008 and 2009.  It appears to be more of a federal issue rather than a state related one.  The Energy Bulletin lists the top ten U.S. cities poised to best adjust to an oil crisis with New York City leading the pack.
