Do all rocks that are in rivers get smooth?

Rocks in water become smooth because of contact with other rocks. When the water transports the rocks, they become smooth on all sides because they rub up against other rocks and materials that smooth them. When the rocks come into contact with other materials, they act like sandpaper, smoothing the rocks. For this reason, the only rocks that are smooth in water are those that come into contact with other materials.
