Do all appliances have to have efficiency ratings now?

In Singapore and India, on a scale from 0 to 4, all appliances are required to have energy efficiency rating labels. This was put into effect by the National Energy Agency’s (NEA) Mandatory Energy Labeling Scheme and other laws. The labels indicate that a rating of 4 means ultimate efficiency and 0 means least. These ratings are valuable to the consumer as more efficient appliances will last longer and will thus incur less maintenance cost in the long run not to mention saving energy.

This is not yet in effect in the United States but should be.
