Organic matter is something that came from (or comes from) a living organism. Since DNA comes from human beings, it is absolutely considered organic matter. (Even if the DNA came from a test tube baby, or a zygote or embryo or something to that effect, it was still a living organism, so it would still be considered organic matter).
One definition of organic is, according to the FreeDictionary.com, is “of, relating to, or derived from living matter.” DNA is a nucleic acid that carries instructions on how to replicate for all living organisms. Therefore, it comes from living matter and certainly relates to its deveopment, so yes, it is organic.
