There was no requirement for the cars to be recycled. The program did require, however, for the engine to be destroyed so that the old cars can no longer be resold (which was the issue with a similar program in Germany). Salvage facilities were banned from trying to recover any engine parts that were still usable afterwards, as well as transmissions/transaxle, and sometimes axle assemblies. However, any other scrap could be recovered – so at least some components of the old cars were recycled, but much less than could that was possible.
