    Perhaps. Large scale production of dams in the United States really began after World War II and reached a peak in the 1960’s. The organizations responsible for building these dams were chiefly the Army Corps of Engineers, the Bureau of Reclamation and some public and private utility developers. Since these dams served to facilitate the expansion of large scale agriculture and human settlement in previously sparsely populated areas, you could argue that all of the 20th Century dam building has had a negative effect on the environment.
