I have not found any information that suggests this. There were partial logging bans implemented in Vietnam in the 1990s. In 2000, Vietnamese forests were classified in three ways:
Special Use Forests – composed of 7 national parks, 49 nature reserves and 31 historical, cultural, and environmental sites.
Protected Forests – forests for coastal and watershed protection.
Production Forests – areas where logging is allowed.
