Did the senate purposely not put the word climate into their title of the climate bill?

Acts in Congress often go through numerous name changes before coming to vote. In the case of the American Clean Energy and Security Act of 2009, “Safe Climate Act” was also proposed. Wording is chosen very carefully, so there can be no doubt that the word “climate” was left out of the bill’s final title. The official title, which is more descriptive, is “To create clean energy jobs, achieve energy independence, reduce global warming pollution and transition to a clean energy economy.”
