Did Rachel Carson work for the government, academia, or neither?

Rachel Carson worked primarily for the government as a scientist, writing pamphlets on conservation and natural resources. Her interest in writing led her to author several books both while working for the government and afterward. Her works are used in academia, but Carson herself was much more involved with the government.
