Not in Texas, I know this for a fact. It was one of the hottest summers in Texas; Austin had 67 days with over 100 degree weather. The all time record for a single year is 69. This corresponded to more energy consumption in order for people to cool their homes. More can be read about the situation in Texas below. I think as a whole people are trying to use less energy, remembering to turn off lights etc, but these things are small in comparison to say cooling a home.
