Did california pass some type of bill allowing small farms to install/generate solar?

    The California Renewable Energy Program has been working to not only allow small farms to install/generate solar but also to fund their efforts. While the program originally called for the CPUC to provide rebates to people utilizing renewable energy sources, now it falls to the energy companies. This effort is getting more extensive now that the program applies to small business, non-profits and agricultural properties. The program provides cash rebates to those have installed solar on their properties. The program has $2 billlion to give out over the next ten years with the objective being to reach 1940 MW by 2016.
