No. Dew is formed from moisture in the surrounding air on cold surfaces. This water may certainly come from water evaporated from the ocean. But for the salt in the ocean to evaporate to a significant degree, you would need much higher temperatures than normal: sodium chloride, its main constituent, becomes liquid only at 801 C and a gas at 1,413 C.
