Wind is a major factor, but ocean currents are influenced by many things. Wind, the water’s salinity (salt levels) and heat content, the ocean bottom’s topography, and the Earth’s rotation are affect the patterns of currents. Winds push surface water, water becomes saltier and denser as it gets colder and cold/salty water tends to sink, major changes in the ocean floor affect water’s flow – these are just a few examples of these forces at work.
