Could we ever shut off the power to a city for a couple of hours a night?

    Yes, we could–anything that can be turned on can be turned off. Would we want to? That’s a different story. Consider the consequences to hospitals, police stations, and to public safety. What about people who rely on streetlights to get home safely, or on ventilators to keep breathing? What about the food spoilage that results from refrigerators and freezers being off? In a technological society, the results of a mandatory electricity cutoff would be devastating.
