The dust bowl in the United States that occurred roughly between 1930-1940 was caused by two main circumstances: poor farming techniques and an unstable climate that resulted in long lasting drought conditions. Currently in the United States we still practice poor farming techniques (failure to rotate crops, over-fertilizing and tilling of soil, forcing crops to grow in regions they should not) and the climate is unstable due to increased greenhouse gas emissions. With these factors still in place, it is certainly possible that another dust bowl could occur in the United States or anywhere in the world. We are, and almost certainly always will be, at the mercy of nature.
