Could California’s Central Valley flood if sea levels rise?

It appears that it could, and would be one of the first things to flood if sea levels rise enough.  The topographical map puts much of the central valley below 150ft above sea level, meaning if the sea level rose it would begin to flood, take a look at the map to see the other low lying areas of California.
