The cost of hydroelectric power in other countries is not dependent on the technology itself, but rather on the economy of the country. The potential energy is finite and set by nature, the variable costs are in the capital needed to build the dam or sub-station or whatever. In the US, these costs would be fairly high, where as in a less table country with a weaker currency it would be cheaper.
