Is the construction of a nuclear power plant dangerous?

Nuclear power plants are built with the prevention of meltdowns in mind.  Meltdowns are extremely rare and Nuclear energy is cleaner than Coal energy.

The use of nuclear fuel is what’s dangerous about nuclear power.  But just as you could build a coal plant without the use of any coal, you can build a nuclear power plant without any nuclear fuel.  The construction of the nuclear plant is safe — no more dangerous than any other large building.  Once the fuel is introduced, the plant becomes potentially dangerous, but, like sondarby said, it is built with prevention of meltdowns in mind.
