Only in that burning coal to any degree causes coarbon emmisions, not to mention the machines that use petroleum based fuel which cultivate it, process it and lay it.
YES. Studies have shown the concentration of coal tar materials wearing off of a surface are bad for frogs, bugs, fish and can increase the risk of humans getting cancer. So the answer is yes, coal tar sealant pollution has many negative affects.
