In most cases yes, but there is a big debate about “clean coal”. Some are convinced that they can “clean coal” by sequestering carbon dioxide that is emitted from the use of coal and put the emissions underground. Critics of “clean coal” claim that it is too expensive and not a proven plan while proponents claim that coal is the only cheap way to produce energy and therefore clean coal is necessary because of its abundance. So depending on what the future beholds for coal, we will know whether clean coal can pass the test as green or even clean.
