In the 1940’s and 1950’s there were a few instances of rolling pollution clouds that killed many people. In 1948 such a cloud formed over Donora, Pennsylvania. The cloud lingered for 5 days and killed 20 people and en-sickened 6,000 of the 14,000 residents. In 1952, in a similar occurrence, a pollution cloud engulfed London killing over 3,000 people.  It a shame that people must die in order for legislation to go through to protect other citizens, but unfortunately that is normally the case.

In 1955 congress had passed the Air pollution act, but thisact did not have a way of regulating cases it was strictly an information based act. This lead to the formation of The Clean Air Act. This act provided enforcement and funding for the research of air pollution and its causes and also monitoring and control techniques.

If you are looking for a definition, the Clean Air Act is federal legislation that has protected America’s health and environment for over 40 years. This law provides the guidelines for the EPA (Environmental Protective Agency) to enforce its responsibilities in protecting and improving the nation’s air quality. According to the EPA (2011), amendments to the Clean Air Act will prevent over 230,000 early deaths in 2020.
