Is China’s governmental policies responsible for China’s pollution?

The situation is quite complicated. China doesn’t have strict enough rules or regulations to police  the pollution that is taking place. Also, even if there are rules in places, they are laxly enforced, and often overlooked.

Secondly, China is trying to make itself into a super power, in contention with the U.S. and it is doing a pretty good job so far of trying to make that happen. Environmental protection is not a high priority for them versus economic development and until those goals are taken care of China will probably not turns its full attention towards environmental protection.
