Is China using wind power at all for their renewable energy plan?

Yes, one of China’s renewable energy policy objectives is to increase the capacity of their grid-connected wind power in order to meet domestic market demand (keep in mind, however, that just last year only about two thirds of China’s wind turbines were connected to the national grid).  Since the end of 2004, wind power in China has grown at least thirty-fold from 0.8 GW, making China’s wind capacity equal to that of Germany’s.  Additionally, China now has the largest wind turbine manufacturing industry in the world.
