Most highlighters use flourescent ink which may contain n-propanol, n-butanol and diacetone alcohol, and sometimed cresol and xylene. Though some of these chemicals (n-propanol, for instance) have been shown to have adverse side-effects with human consumption, the toxicity levels are well with acceptable levels for human exposure.
For safety purposes, avoid prolonged exposure and keep the ink away from the eyes as it can cause moderate to severe irritation.
