This is a controversial question because studies have been contradictory in determining whether or not cell phone radiation is bad for humans. Some scientists claim it is, others claim it is not so basically we still do not have enough evidence to prove cell phone radiation is hurting humans.
Regardless, phones still emit some level of radiation, the maximum SAR level allowed for cell phones in the U.S. is 1.6 watts per kilogram. While the EPA acknowledges that no amount of radiation is safe, they state wireless technology is a non-ionizing radio frequency and the levels are not strong enough to affect the structure of atoms it contacts.
