It is a slightly different process. Check out these two sites. They will explain the differences between the way paper is made, and the way cardboard is made.
Paper is a thin material mainly used for writing upon, printing upon or for packaging. It is produced by pressing together moist fibers, typically cellulose pulp derived fromwood, rags or grasses, and drying them into flexible sheets.
Cardboard can be made in single ply, 2 ply or multiply. If it is made in single ply, it is made same way as paper.
If it is made in 2 or more ply (most of the cardboard), then each ply is formed separately and laminated together while still wet. No chemical is used for lamination.
