Upcycling is turning anything you would normally discard into something of equal or greater value. And yes, upcycling can apply to recyclable materials. For example, instead of recycling cardboard and paper, you can use those materials to make a chest of drawers. Even something as simple as using an empty can or glass jar as a pencil holder or a coin holder is considered upcycling. The end result of recycling is material to be used to produce items while upcycling results in an actual item.
