Yes people who pollute can be arrested, and in my opinion should be. A recent example was in February of 2009. Two officials from the Biaoxin Chemical Company were arrested for causing environmental pollution. They are the Company’s plant manager and legal representative. The company is responsible for releasing hydroxybenzene, which is known to cause cancer, and phenol into the town drinking water supply. The plant was also closed down.
After repeated offenses that go unchanged, a person responsible can be arrested. More often, however, companies or individuals are fined.
